Find investors and likeminded partners, interested in creating this new neighborhood together. Prepare the budget together with investors and make sure is satisfies all parties and to avoid legal disagreements in the future. This is also stage for funding contract and all partnership agreements to be signed.

Select and confirm land location. Purchase initial plot of land and begin actual site planning. This stage would include confirming design and landscape with sketches for the project and confirming architecture, as well. 

Create a tender for development and construction team. Select the final team for the project. This stage will also include the material selection and locking prices, final material cost. This stage would also include utilities installation and approval.

Begin construction. Make sure all security steps are followed. You are building "forever" structure that will become a piece for classic architecture in the future.
